Jim Nowotny, Senior Analytic Director

Mr. Nowotny is the Senior Analytic Director at STOPSO. Prior to joining STOPSO, he served as corporate Vice President and Program Manager (PM) for KeyW (Sotera/TAC) Corporation at the FBI’s Terrorist Screening Center (TSC). As PM, he led software development efforts for multiple applications to include the Terrorist Screening Database (TSDB), the USG’s comprehensive, consolidated database of known or suspected terrorists. Mr. Nowotny had worked as a PM and policy advisor for over 7 years, providing leadership to more than 130 Information Technologists, Intelligence Analysts, and other skilled professionals’ directly supporting the TSC.

Mr. Nowotny has 20 over years of experience as a leader within the IC and Federal law enforcement communities, and has substantial experience leading operational efforts from prior experiences at the FBI Los Angeles Field Office, FBI Counterterrorism Division (6 years) liaison to the National Security Law Branch (NSLB), and as a Los Angeles County Deputy Sheriff.

Mr. Nowotny is recognized as a subject matter expert on terrorist Watchlisting and screening, and maintains expert organizational knowledge of the IC, Federal, state, and local law enforcement. He has provided strategic guidance to FBI Leadership and White House (WH) Security Council on Watchlisting and screening matters, served as co-chair of the WH Information Sharing & Access (ISA), Interagency Policy Committee (IPC) Encounter Working Group (EWG), and served as a key member for many WH-led interagency working groups. His expertise extends from law enforcement and counterterrorism operations, intelligence analysis, and interagency liaison coordination.

Mr. Nowotny holds a Juris Doctor from Trinity Law School and a Bachelor’s of Science in Business Management. He is a native of Huntington Beach CA, currently residing in Ashburn, VA with his wonderful wife Melody. They have been blessed with 3 children, Kaylee, Grace and Jimmy.
