As Director of Strategic Operational Solutions, Inc. (STOPSO) Strategic Communications Division, Yier Shi manages a portfolio of contracts focused in the areas of public affairs, executive communications, stakeholder outreach, performance measurement and program management while also helping to build these offerings for new clients. In addition, Yier also leads STOPSO’s internal and external corporate communications efforts.
Yier brings over 18 years of public affairs and public relations experience in both in the public and private sectors. Prior to joining STOPSO, he was an on-site contractor Program Manager at multiple Department of Defense organizations, directly supporting General Officers and Colonels on successfully executing strategic communications initiatives. In his senior roles at two public relations firms in Washington, D.C., Yier managed a number of large-scale campaigns for Fortune 500 companies, trade associations and non-profit groups, implementing targeted outreach to federal legislators, industry stakeholders and other key influencers. Prior to joining the private sector, Yier served as a senior communications advisor at the U.S. Food and Drug Administration (FDA), where he was the Commissioner’s chief speechwriter and one of the agency’s lead media contacts. Yier also worked on Capitol Hill for over five years, serving in senior communications roles for Congressman Doug Ose (CA- 03) and the House Subcommittee on Energy Policy, Natural Resources and Regulatory Affairs.
Yier is a graduate of the University of California, Santa Barbara and has held a Project Management Professional (PMP) certification from the Project Management Institute since 2011.
