About the Contract

The Business Architecture (BA) and Requirements Development and Management (RDM) services are part of the Strategic Investment Management (SIM) division within the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Office of Informatics and Information Governance (OIIG). STOPSO provides business requirements, business process modeling, information architecture modeling and tooling support for VHA/OIIG/SIM. This includes professional business analysis and architecture services in support of the VA/VHA program offices. SIM supports the vision of informing the transformation of VHA health care through the timely provision of structured information that enables leadership to make knowledgeable decisions on health and health IT investments.

SIM’s mission is to facilitate sound decision making for the development, acquisition, and maintenance of health-focused IT investments by providing leadership with a comprehensive understanding of needed VHA business capabilities including business requirements, processes, information needs, IT strategy and priorities, and investment analysis. The focus of this Performance Work Statement (PWS) is on business architecture and requirements development, work that is fundamental to the IT acquisition process. Specifically, the types of services STOPSO performs include:

  1. Business Architecture program and project management services, planning, initiating, managing, executing, and closing out identified work efforts

  2. Business Analysis, Requirements Analysis, and Business Process and Information Modeling

  3. Management and work execution as described and outlined in the BRAMP (see BPA reference materials)

  4. Subject matter expert advice associated with requirements and architecture guidelines and best practices.
