Strategic Operational Solutions, Inc. (STOPSO), a Service-Disabled Veteran-Owned Small Business, made significant strides in 2025. By advancing our federal footprint through major contract awards, expanded contract access, and continued organizational investment, STOPSO has solidified a role in national security, diplomatic support, and civilian agency modernization. We’re excited to share a summary of key news and updates developments from 2025 and the momentum that’s been set for the future.

Major Contract Awards Supporting Mission Execution


Army National Guard IT Services Contract

In May 2025, STOPSO secured a five-year task order under the VETS 2 GWAC to support the Army National Guard Bureau’s National Capital Region Network Enterprise Center. This contract ensures day-to-day IT operations, including network administration, service desk services, systems engineering, telecommunications, and cybersecurity. STOPSO is excited to work alongside our Government partners to maintain secure communications and uninterrupted operations across critical facilities for the Army National Guard Bureau.

State Department Diplomatic Platform Support Services IDIQ

STOPSO was selected as a prime contractor on the U.S. Department of State’s Diplomatic Platform Support Services small-business IDIQ, with performance extending through 2028. Under this contract, STOPSO provides logistics, life-support, and facilities operations at U.S. diplomatic installations worldwide, including in high-threat environments. This award positions STOPSO to support overseas diplomatic missions with reliable infrastructure and operational continuity.

Advancing Cybersecurity and Digital Modernization

  • IRS Cybersecurity Policy Support: STOPSO continued its work with the IRS to develop and deliver IT security policy and guidance aimed at protecting systems and data. This effort focuses on preserving the confidentiality, integrity, and availability across tax administration platforms, reinforcing STOPSO’s role in federal cybersecurity execution.

  • DOJ Data Analytics Modernization: STOPSO supports the U.S. Department of Justice by enhancing data analytics services to improve decision support and financial system performance. This initiative integrated modern analytic capabilities into existing environments, contributing to DOJ modernization by optimizing the use of data for mission execution.

  • Modernizing Military IT Infrastructure: STOPSO undertook multiple efforts to modernize military IT environments, focusing on the Army National Guard NCR NEC mission. This includes implementing ITIL-aligned service management practices and upgrading infrastructure, thereby strengthening service reliability and network performance.


Expansion of Contract Vehicles and Capabilities

  • Awarded GSA OASIS+ Contract Vehicle: In April 2025, STOPSO was awarded a position on the GSA’s OASIS+ contract within the SB and SDVOSB pools. These 10-year, multi-agency IDIQs support a wide range of professional services, enabling STOPSO to pursue complex defense and civilian agency requirements through 2030.

  • Leveraging Diverse Contract Vehicles: STOPSO utilized a broad portfolio of contract vehicles, including Army ITES-3S, Navy SeaPort NxG, GSA VETS 2, and NIH CIO-SP3. This strategic coverage allowed STOPSO to rapidly respond to agency needs, supporting IT modernization, cybersecurity, and program management.


Organizational Growth and Leadership Developments

  • Strategic Leadership Additions: To support continued growth, STOPSO expanded its leadership team with the addition of Eric Richards as Vice President of Strategic Growth and Jason Ballah as Vice President of Defense Operations. Eric brings valuable experience in business development and strategic partnerships, supporting STOPSO’s focus on disciplined growth and customer engagement. Jason brings a wealth of operational experience with valuable capability-driven delivery expertise that’ll help posture our Defense portfolio and new wins to truly advance and enhance the important missions STOPSO supports.

  • Workforce Expansion and Talent Acquisition: STOPSO grew its workforce by adding technical specialists, veterans, and proposal professionals to bolster execution capacity. This talent investment enhanced STOPSO’s ability to deliver consistent performance on high-visibility programs.

  • Maintaining High Standards Through Certification: STOPSO maintained industry certifications, including ISO 27001:2013 for information security management, ISO 20000-1:2018 for IT service management, ISO 9001:2015 for quality management, and a CMMI Services Version 2.0 Level 2 appraisal, demonstrating disciplined governance and continuous improvement.

In 2025, STOPSO achieved significant progress across contract execution, capability expansion, and organizational development. With major awards supporting defense, diplomatic, and civilian missions, STOPSO enters 2026 with strong momentum, expanded contract access, and a continued commitment to mission-focused delivery.
